Right click this game in your library, and choose "Properties".
Click on "LOCAL FILES" then click "BROWSE LOCAL FILES...".
Go into data folder, then open playerData.xml with Notepad or other text editors.
Scroll down until you find this:
<CHANGE_THIS_VALUE_IF_YOU_WANT_A_STEAM_ACHIEVEMENT> <TOP_SECRET>136</TOP_SECRET> </CHANGE_THIS_VALUE_IF_YOU_WANT_A_STEAM_ACHIEVEMENT>
Change the value between <TOP_SECRET> and </TOP_SECRET> into something else (such as 0).
Open the game and you will unlock the achievement.
