What happened is that they intended to disable such comprehensive skins completely due to security concerns.
Myself and some others complained that such a ban would be overkill, because only a very specific type of code (namely, embedded links to malicious sites) would actually pose a security issue. It looks like they ended up making the reasonable choice and only disabled skins with url links instead.
This allows my skins to continue functioning as normal, only my Dark Steam skins had some image links in them (from Steam's own servers) which is why they broke with this update, but I removed those now and they too work like before.
