Since the power-ups stay until you finish a mission I found it helping to buy officer, sniper, mini-gunner and two additional marines and then destroy every hive but the last one. And if there ist no guardians mutation then abandon and start a new mission (restart will not work because with that mutations won't change). After over 20 or so missions the mutation occured and with the mission won the achievement popped up.
It's also important to start the correct mission type: story mode - "the abyss" (middle strand). Not "abyss raid" or "survival" nor skirmish mode.
startet the abyss mission ez over 50 times and got 0 guardians mutation at start....
