The tweak:
This is the easiest tweak ever, yet its result is astounding.

Simply right click Borderlands in the library, open properties, press Set Launch Options, and type
"-dx9" without the quotes. Launch the game, and you will notice a significant performance boost.

The steam version of borderlands is automatically set to Directx 10 mode, however, 9 is still compatable.

Enjoy!

I capped the max fps in Nvidia panel to 150fps as well as disabling a few settings, and following your advice, and now it runs better.

Nevermind that was just main menu, when i started the game the fps was so bad, it was like 90-110fps and then sometimes it would be at 120-140fps and when looking at the ground then it would rise all the way up to 180-260fps wtf

I uncapped the 62fps lock and I'm getting well over 144fps

I think this might have helped! Had the game running at around 40 fps before trying it, with a GPU utilization of below 50%. Now I get a somewhat steady 62 fps. Thanks!

@Derohk search in lowspecgamer borderlands. Lowspecgamer makes videos on boosting fps by going into the files and changing around a few things. I did what was in the video and my fps increased considerbably more than doing this

Borderlands 1 actually does use DirectX 9 by default. The hud from my recording program actually reports DX9, too!
