Find a buzzer (i would recommend the one in the picture)
Step 2
Take the buzzer to somewhere close to the place in the image, go as high as you can.

This part is going to seem scary, but jump out of the buzzer and land in the following place.
Step 3
Just climb up until you get to the highest you can, and wingsuit off the ledge till you make in to the top of the palace.
