Ah yes, the folder you are looking for should be somewhere else. It is something like ...AppData/LocalLow... as listed in the guide.
Oh! If you rock up at PAX, I will show you where in person! Haha
I thought I'd try to get the PAX dress working just for the hell of it so I followed the guide above.
I went into This PC D:\Program Files (x86)\Steam\steamapps\common\Clea (As this is where the data is saved) and there was no costume folder.
Following the guide I made my own Costumes folder, popped in the PNG file I downloaded using the link in game (After unzipping the file ofcourse) and then loaded up the game but it didn't seem to pick up any new costume when I would try to start a new game and look for it.
I don't mind either way but I thought I'd ask this question here encase others too ask about this. Thanks again and best of luck at PAX, I'll see if I can stop on by
