In order to enable mods, you need to have a mod loader. Personally I recommend HedgeModManager, which can be obtained from here.[github.com].
Installation is easy. Just extract the zip folder and copy and paste it's contents in C:\Program Files(x86)\Steam\SteamApps\common\Sonic Generations\
