It's been awhile since I played, but if you are following the To Do list, the game will unlock bait as you move forward, and its usually the bait you need for the next fish. In the picture in the guide for the Dubbe, I'm facing the beach and a little to the left. In that area are weeds, where the Dubbe like to hang out. Sometimes you can see them right in the water beside your boat. I just casted into the weedy area and reeled back to my boat a few times. They bite on anything, so try the recently unlocked lure, or a worm, any ol' thing. :) GOOD LUCK!!

If you are facing the beach, off to the far right end of the shore there are some logs just off shore. I backed my boat into that area, so I was facing the water falls (you can see them in the pic). Then I put my sleepy-time shades on, and went to night time mode. I don't remember exactly what I had on my hook tho, but I feel like it was something like the holo lure or the glowy shrimp lure. This was the last fish I needed to catch; makes you feel like Bob Izumi when you land it! Good luck!
