This game is somewhat dynamic so i wouldn't rely completely on this intel(well the formation is dynamic but NOT the enemies which are placed)

yeah i know in 23 Colosseum and 26 are also enemies which can have a differ spawn
but i created this guide for an intel which enemies you will encounter

For 9 White Cloister:

There's 2 spawn points for the top-left commander.

One is where you show it in the screenshot, the other is in the middle.

You can tell if the other one will be in the middle if the 2 units I encircled are lined up horizontally. If they are vertical just like in your image, the other commander will be on the top-left. The commander on the right will always be in that general area.
