It takes about this time to get all the achievements. Actual gaming is not required.

Are Steam idlers bannable?
Nope, just don't play on VAC servers while having it activated or any games that have some kind of anti-cheating software.

or use steam achievement manager and get all of the achievements in a couple seconds but crash your steam.
