Introduction
AMD users that may have a Ryzen 3000 and beyond will encounter a JPEG error while loading the game. for example, if you tried to play the tutorial it will immediately crash. The reason why this happened is that Remedy never had the foresight of Ryzen and Zen CPUs existing. And this game not being supported, there is no way for the developers to fix it
How to fix it
The video here from The Good Old Gamer explains this much better than I can, but I will abbreviate it. what you need to do is to find [rlmfc.dll] in your Max Payne folder, open it with HeX editor[mh-nexus.de] to find the offset [000256E0], and change the last three sections of the code to 90 90 90. If done correctly the game will run. {This is not a guaranteed fix, not all AMD CPUs are made equal.}
That seems confusing
I know this is very confusing, especially if you really just want to play Max Payne. Well, that's why I took the liberty of making a zip file so you can just simply extract the new dll in Max Payne. So here it is (THE FIX)[drive.google.com] i'm very glad that I could help and please enjoy Max Payne.

This even works on Linux! I Copied the .dll file to the local folder since I could not find the text in the .dll file under Linux. It is playable now without the jpeg errors.
