I haven't played every single scenario/DLC campaign but for the base game 24 sounds about right though truthfully- the main differences in the base game are only between tribal and farming factions.
Different scenarios and starting positions change the play very little other than the first dozen or so turns.
Adding the DLCs, especially the court and some of the mongols bonuses make the game feel a bit different.
I tried to update this guide a few times but Steam has locked it and it is currently unable to be further edited as there were a handful of things to add and a couple of inaccuracies but it is 99% accurate.
One question that is hunting me. In About this Game, it is written: "Play as one of 24 different factions each with their own special bonuses or penalties." However, there seem to be only 15 factions in the game. At least in "The Grand Campaign". I have look around, and the few sites that list the factions mention only 15. Which are the other 9? Is that a misprint? Or it simply assumes that you own the Genghis and Three Kingdoms DLCs? Thanks.
