@Baracus You'll need to add paths to the dams and other similar constructions you want beavers walking on. You can do this on their ghost before being built too. Might seem odd, but I can see the reasons for it.

Very late to the party here but just getting in to this game. Doesn’t building further up (where it drops a level) mean your distance is too far from City Center and they won’t build the last 5 sections? That happened to me even with paths extended to the bank. Looks like similar distance in your example screenshot. Guess I’ll start again and try it! :)
