Report a translation problem
You put tile 1 in place first, ignoring all the others and taking the shortest path up to the upper left.
Then you put tiles 2 and 3 in positions 3 and 6 respectively, so you can just slide 2 left and 3 upwards so they are both in place one after the other.
Then you put tiles 4 and 7 in places 7 and 8 respectively so you can slide 4 up and 7 left so that you now have the topmost and leftmost rows complete. Then you will just be able to move the remaining four tiles around until they are in place without any difficulty at all.
Start with 7, then 4, then 1, then 2, then 3, and get them in a line like a caterpillar.
Then line the left and top edges with them.
The rest of the cells are just a 2x2 puzzle - easy enough.
