What the author meant by 700m is that when you upgrade to Lv. 2 , the range extends by 50m, making a total of 350m.
To achieve the maximum range, you need to upgrade one of the two ziplines so total distance will be 700 meters between three ziplines but you will only upgrade two of them;
Lv. 2 > (350m connection) > Lv. 1 > (350m connection) > Lv. 2 > ... so on and so forth.
The Lv. 3 upgrade ONLY increases the structure resistance.
