Foreword
In the past there were very rare cases in which players reported they did not get their game to download Event Quests or other additional DLC content. This short guide tells you what you can do about it to fix the issue.
Check your DLCs
Select Monster Hunter Rise in your Steam Library and check if the missing DLC is actually selected

If it is not, activate the DLC and then verify the game's files and restart your PC and your internet connection (make sure to obtain at least a new IP from your internet service provider)

Steam might redownload missing files, triggered by the verification.
Do not Buy while Playing
There used to be a known issue which triggers the digital right management (DRM) software used with Monster Hunter Rise to behave faulty when buying a DLC via Steam overlay browser when the game is running.

The DRM in question, Denuvo, is quite sensible and might lock you out from playing. Should that happen you might need to wait 24-48 hours for the DRM software to "cool down".

On the store page you can see the explicit mention of Denuvo and the activation limitation

This is a typical error seen as Windows popup caused by Denuvo

If you see this, you might have a chance to activate your game again earlier by following the instructions.

Turn DLC Off / On Again
In some very rare cases, certain DLC downloads will not trigger for unknown reasons.
Like an Event Quest. It is currently unknown what might cause it, considering especially Event Quests to be free DLC content for the game, which does not need any additional purchase or authentification.

However, it turned out that turning off DLCs via the Steam settings mentioned above, can cause the triggers for the download to work again.

Should you have such a very case try running the game with all DLCs turned off and then retry the solution above in reactivating them. It might just solve your issue.
Reset Your Game
The final approach addresses the issue of having corrupted DLC data.

Like what can be seen in this screenshot:

In such a case I recommend you to reset your game as described here

Forcing the game to redownload the DLC content, while also getting rid of whatever might have caused the corruption in the first place. The only way to test if it was successful is by launching the game, as the files you need to check are generated when the game loads.

Since the files are created then, the only reason why it would not work are issues during the writing process, which is often a result of missing rights. Make sure you are running Steam and the game's executable with full administrator privileges.

Recurring Problem and Last Resort
If you encounter this problem more than once, it is recommended that you make the files in the pdlc folder read-only, and only remove them with each version update of the game, or when you feel the need to re-download them.

A non-standard approach would also be to obtain the necessary files from a trusted source and apply them to your game if you are unable to obtain them yourself.

I ended up using this and it solved the issue instantly. Not sure how good it is as a permanent solution but if it works...

Afterword
While the issues described here are quite rare, they still can appear.
Especially after the game gets updated. Prepare accordingly so you will not run into troubles.
