the problem in question:
So if you for some reason changed your PC display, like a new monitor with more than 60 Hz of refresh rate, your game will go crazy

as an example if you have an 144Hz monitor, the game will run at more than 2x speed than normal
to fix this you can:
- Adjust your graphics card Vsync frame limit, like in the Nvidia control panel if you're using a Nvidia graphics card, or
- Download software that caps the fps, (and this is what i did)

There's this program called Guru3D RTSS Rivatuner Statistics Server that can cap your maximum fps in any program running on your pc

this is the download link
https://www.guru3d.com/files-details/rtss-rivatuner-statistics-server-download.html
and if you dont trust the link, just type the name of the software and click the link from Guru3D

After downloading you just install and launch the program, search in Program Files/Steam/steamapps/common/Shantae and the Pirate's Curse and then select shantae's executable, cap the fps to 60fps and you're good to go

This is the game now, at normal speed:

Problem fixed!
that is all, have fun playing!

From nvidia control panel, set the refreshrate to 60 and also need to disable g-sync, works for me.
