Introduction
In several attempts to upload the photos taken with the in-game camera to Steam, I have only managed to upload them as artwork or as a screenshot but with the thumbnails black.

After doing some research I managed to upload them in an "easy" way and with the correct thumbnails. This can be done with any game, not only Judgment.

I'm doing this on Steam Deck, but can also be done in any other OS.
Locate the folder with the in-game camera photos
The photos taken with the in-game camera are located in the AppData folder. For Steam Deck is the following path:

/home/deck/.steam/steam/steamapps/compatdata/2058180/pfx/drive_c/users/steamuser/AppData/Local/SEGA/Judgment/Steam/album

You can just open a terminal and write dolphin <folder path>.

For Windows should be something like
C:\Users\<user>\AppData\...

You can also upload custom images, but should be .jpg.
Steps
1. Open the game through Steam and take as many screenshots as you want to upload, these screenshots will be later replaced by the other images.

2. Close the game.

3. (Only Steam Deck) Switch to Desktop Mode.

4. Fully close Steam, by right clicking the Steam icon at the task bar and selecting Exit Steam.

5. Go to the userdata folder.

In the Steam Deck is

/home/deck/.local/share/Steam/userdata

In Windows is something like

C:\Program Files (x86)\Steam\userdata

6. Here there will be some folders named with numbers that refer to the Steam ID3 of the accounts that has been logged into your computer.

If you only have one just open it, but if you have more, you have to open the one that took the screenshot. You can find the id with this online tool https://www.steamidfinder.com

7. Navigate to
760/remote/<game id>/screenshots

You can find the game id on the url of the store page of the game.

For example, the url of Judgment is

https://store.steampowered.com/app/2058180/Judgment

So the id is the number 2058180.

8. Copy here the in-game camera photos (or your custom images) to this folder and rename them with the ones that you just take at the step 1, they should be at the bottom of the folder.

Just copy the name of one of the screenshots of step 1, delete it and rename one of the new ones, repeat.

9. Remove the thumbnails.

When you take a screenshot, a thumbnail of that screenshot is created, and at upload the screenshot to Steam, it will also upload the thumbnail. But if the thumbnail file doesn't exists, it will generate a new one from the new screenshot.

You can also set a custom thumbnail.

10. Open Steam, go to the game in your library, go to screenshots, find the ones that you just edit and upload them.
