NVIDIA control panel -> Manage 3D Settings -> Program Settings -> EA FC 24 (if it doesn't show up automatically you can find the .exe manually)

Don't forget to press START/OPTIONS to apply!
Summary
My game is now running on 144fps without any FPS drops or slow-downs, the games runs even better than FIFA23 for me personally (3080Ti/i9 12900k)

If you're not getting 144fps play with the Rendering and Grass Quality settings until you get the full FPS.
