Report a translation problem
Once you do that, go to "Game properties" > DLC and you will have checkboxes to download the DLCs.
Thats all, no need to do all of that listed above. That is actually written in the game's Steam troubleshooter, selecting the DLC you have problems with.
Once you download the DLCs you can turn back your actual download region on Steam, the DLCs won't disappear.
This also applies for the rest of the series in the collection, in case you want other versions of them.
You might want to add that receiving the message "no license" in the Steam client after clicking on INSTALL, simply means it IS already unlocked in your account. ^^
