On the inside of the fourth corner of the track there are a parked van, some cones and an oil drum. In lap 1 be sure to hit the oil drum. This will spill oil all over the track which will make the karts slip'n'slide into the grass. There's a small chance it will make you loose control when hitting it, but that shouldn't matter too much, as long as you're relatively close to Frank the next lap.

Once Frank hits the oil spill in lap two he should slide out all the way the grass on the right side of the track. Go slowly through the oil yourself to keep your kart under control. You can probably overtake him and zoom off to the finish line, but for good measure try to smack him with your bat or push his sorry ass into the tire wall in the next corner.
