This preset is based on "SHINYBACON - Pastel dreams" with some slight tweaks.

Install Instructions:
1) Download Reshade WITH FULL ADD-ON SUPPORT: https://reshade.me/#download
2) Download the preset and addons: https://drive.google.com/drive/folders/1xMTEtTDqee8Gcl-z2wH-U7KUn0KVuF_F?usp=sharing
3) Open Reshade and select ParadiseKiller.exe from the game directory.
(If you don't know where it is, in your Steam library right-click the game and go to Manage then Browse local files.)
4) Next, select Direct X 10/11/12.
5) Click on browse and choose the downloaded "Paradise Killer Reshade.ini" file.
6) Then click next and it's going to install the shaders.
7) Open the Game Directory and navigate to ParadiseKiller > ParadiseKiller > Binaries > Win64 and place both "ReshadeEffectShaderToggler" files in that folder.
8) Now launch the game and shaders should only affect the 3D environment.

FYI, the shaders do not affect the User Interface, it remains unchanged.

If you generally aren't a fan of the blurry look or high lightness then turn off Bloom and the original sharpness of the game will return.

I don't have a steam deck to check myself but maybe you can get this to work.
