CT2 does not have the option to change/see control bindings while in-game. This is a simple list of the game's default controls, so you can check them out without having to exit your game.
Note that if you have changed a certain key binding, the controls listed here do not work for you.

Here we go.
Control type: Keyboard
Steer left - Left arrow
Steer right - Right arrow
Accelerate - Up arrow
Brake/Reverse - Down arrow
Pause - P
Handbrake - Space
Change camera mode - C
Shift up - A
Shift down - Z
Reset car - R
Look back - B
Nitro booster - Left Shift
Horn - H
Flash headlights - L
Warning lights - W
Left blinker - Q
Right Blinker - E
Siren/police light - M
Instant Replay - K
Action key - F

I personally don't like this game much, but at least I tried to make it a little better. Hope this little guide helps! I've also added screenshots of the key binding menus so you can check those out. It's easier to see what to press there if you've made any changes.
So, this is my first guide ever and I'm still not really sure how all this works. But since it's a simple thing, here it is.

have been using an older wheel wingman gt force from logitech and have most of the controls on the wheel

I hooked up a gamepad controller but the game defaults to the keyboard.
