No DLC is required to 100% but if you have the money - support the Humane Society by purchasing it. <3

Press the arrow at the bottom of the screen to return to the menu.

Lily and Judy

Listen Lily
Make sure to talk to Lily in the centre of the map for an achievement.

Boss
Also find Judy in a car for an achievement.

Try to close the game, see if it pops in main menu. If not, reopen the level. Usually triggered for everyone on reopen of the game or level. I hope that works for you.

What can I do if I don't get the 100% achievement despite completing both regular and DLC?

i got all the progress and other achievements but didn't get the 100% achieve, closed the level and went to the main menu and reopened it and it popped up, so if you're in a similar situation try this or reboot the game if u didn't get the 100% one

Are you clicking the correct car window? She won't be visible until after you click the window, then you can talk to her.

Yeah for me the same - closed game, started again and entered daytime and it popped.
