What is devmenu?
'devmenu' is a command in ANEURISM IV's console used by the developers to host a local server on their own computer. Thankfully, the Cortex has blessed us with the ability to do the same thing on our end as well.
Hosting a local server
If you couldn't care less about your friends joining and you simply wish to mess around by yourself, you can host a server by opening the console [~] and typing 'devmenu' into it. This will show a menu with all of the available maps to the left.

Select the map by scrolling down and click "Host as server & client" to join it.
Maps
Congrats, you know how to host a server. The question now is, what map should you use?

Debug

Debug is a test map for every feature in the game. This map includes a table with every single weapon in the game and their desired ammo type, and every available mechanic. As such, the map is extremely small but is great for testing new features before jumping right into a public game.

Nightmare

The actual map as used in the main server.

TrainTest

A test of both the wasteland train and the train connecting both of the sectors of the city.

SpawnTest

Genuinely no clue what it could be, but it seems like it's probably some sort of test of Controller's ability to use lockers and the such, but that's really it.

Gun Game

It's a simple gun game test map (I hope I don't have to explain what gun game is), by default you automatically spawn as a prole. Also, this map has an ammo counter for some reason. Another fun fact about this map, your gun is automatically equipped.
Useful Commands
Give Anamnecytes

Syntax: addpoints [amount] "[player]" [steamid 1] (optional, use only if you'd rather use their steamID)

Gives a player the specified amount of anamnecytes. Be careful, if there is a imposed anamnecyte limit going over it WILL break your database. If you do accidentally do this, proceed to the 'Reset' section of the guide to fix the issue. Specifying a negative number removes anamnecytes, which can lead you to owing anamnecytes (turn into slave on death)

Give Credits

Syntax: addcredits [amount] "[player]"

Gives a player the desired amount of credits.

Set Health/Hunger/Thirst/Sanity

Syntax: sethealth/sethunger/setthirst/setsanity [amount] "[player]"

Sets the desired status for a player, goes from 0 to 100. I have no idea what happens if you specify a number bigger or smaller than that range.

Heal All Statuses

Syntax: rejuvinate

Instantly heals every single bar on your character.

Noclip

Syntax: noclip

Activates noclip. You can also hit the 'V' key to do the same thing.

Give Item

Syntax: giveitem "[item]"

Gives you the specified item. It will autofill whatever you type in and give you the item with the most similar name.

Change Current Fate

Syntax: setfate "[player]" [fate]

Sets a player's fate.
Creating a Server for Friends
To make your server joinable you'll need to either to:

A: Port forward port 7777 UDP

B: Make a Radmin VPN (or your VPN server of choice) server and have all of your friends connect to it. This is a generally safer option as you aren't hosting directly from your own IP.

How do my friends join?

To join, your friends can open the console and type in the following command:

connect [ipaddress]

If you port forwarded, you can simply provide your players your IP address. This can be found via opening your command prompt (windows only, if you're on Linux, good luck) and typing ipconfig into it. This will give you your IP address.

If you're using Radmin VPN, your players (once they connect to your network) will have to right click on your computer and click 'Copy IPV4 Address'. This is the address they'll use in the ANEURISM IV console.
Reset
What happens if my server breaks?

Either you gave yourself of a friend too many anamnecytes, or ANEURISM IV decided it just didn't want you to have fun that particular day, there is a way to reset your server.

Firstly, close out of ANEURISM IV and in your File Explorer, navigate to

C:\Users\%USERNAME%\AppData\LocalLow\Vellocet\ANEURISM IV

Then, find and delete the 'Database.db' file (might also be only named Database).

Relaunch your game and everything should be working again. If you couldn't tell, this WILL wipe everything on your server. Thankfully, you can spawn everything back in (also, ANEURISM IV is made to have wipes like that occur anyway).
Additional Help
My username is 'gnimag v2' in the ANEURISM IV discord (I'm a foreman, so it shouldn't be hard to find me). If you have any questions or need help, you can always DM me.

This is great to learn! I'm wanting to make a little map of the space and being able to no clip and spawn in items to do rough measurements with scale will really help with that!

@disappointment that is... an interesting bug, temporarily you can use the 'setfate' command (which will be added now to the list of commands) to play as certain fates

@Richard02 ipconfig is a command for windows, it should work (win + r then type cmd and use the command), if you're having difficulties i suggest using radmin VPN instead

Devs, please add this back. I don't want to pay $10 to host a server just for my friends.

Was this command removed or is it not available in the demo version?
