I've seen a lot of people asking about how to reallocate perk points in the post game. This is how you do it.

How to reallocate perk points
Once you have finished the campaign you can reallocate perk points when replaying a mission.

[As Mapache points out in the comments, this only works if you replay the mission by clicking 'Play' then 'Continue' from the main menu, clicking the 'Missions' tab at the top of the screen, then choosing a mission from there. If from the main menu you click 'Play' then 'Mission Select' it functions more like starting a new save file from that mission.]

If you are asked to choose your characters, you will also be able to reallocate their perk points.

Once you have started a mission, but before you breach the door, long click on a character portrait to show their perks.

Once you can see the character's perks, click on the perks you don't want to use in order to free up points. Then select the perks you want to try.

Characters have a maximum of six or seven points available. You cannot unassign their anxiety dream perk.

Repeat for all characters in the level.

Once you're happy with your new loadout click done at the bottom right, breach and enjoy!

When you complete the level your perks will revert to the loadout you had at the end of the campaign.

Also you can modify your save file to have all perks on all characters ;)

FYI this doesn't work from the main menu select mission screen. This works if you select a mission in the between-missions menu (the one where you can buy new perks, select dream missions, etc).
If you already used the main menu, what you need to do to get back to the between-missions menu is to select the last mission, escape, skip level, escape, skip level, and go through the credits again.

I think there's a bug and if you try doing this is in a Proving Ground mission, your team (except Banks) will automatically die. Also, no matter your team composition before assigning the perks, it will turn into a diverse team: for example 5 Rions turned into 1 of each of my team

I wonder why we can't do this before selecting a mission in the perk screen. It seems like an obvious place to do it too

Oh damn. Every time I read about this, I thought it would be on the characters select.
Only after that but before the first action is indeed easy to miss out on.
