I'd down charisma, just because you are an enclave remnant (but a loyal one, like Moreno). So that you get more perception and agility which are key for vats and not sucking with weapons. The enclave did use energy and average weapons but rarely melee and/or unarmed. You can go the Arcade way for the armour, or go to an unmarked loc, close to legate camp but you can go average day, which has a power armour, and also the helmet of the X-01 is in the cazador cave next to Jacobstown.

Also, I'd say, that you can do as a remnant 3 things. One is uhh full combat, full no-combat, or try to do a 50/50. Remember, that in the dlcs is different gameplay, so I'd always go the 50/50. :)
