The beginning
To whomever is reading this be it past me or someone I want to help, I am Jack or SirFemBoy depending on how you know me but to the point this is a written guide on how to "mod" in Fallout 76
What you're looking for
Firstly you need to find Data clusters that will allow you to do or add/remove certain things from the game called "ba2" files these basically as I stated before allow you to modify the game to a mild extent using a internal method now I will try to be as clear as I can when I run down exactly how to do it.

Firstly you need to locate the spot where your version of Fallout 76 is installed be it through steam or another store type and once you find it you can simply go into the folder it is in and once you go inside of the fallout 76 folder you will see the DATA folder that is where you will drop your custom ba2 files which you can find via friends or the trusted source of unknowncheats just make sure the thread you get them from has the files as verified which you will see as a green check with the download link.

But that's not quite where this ends once you put them there you also need to locate another folder in "Documents" and it will be named "My Games" enter it and you will see another folder titled "Fallout 76" inside that folder you should see a few things like "Fallout76.ini" and other folders like photos and logs what you need to do is create your own custom configuration settings file you can do this by pressing new which should be at the top left of your file explorer and all you have to do is name this new file "Fallout76Custom.ini" if you are having trouble with this like the file only being a normal TxT file you may have a setting on your file explorer stopping you from creating it you can likely turn it off by going into your settings which is done by clicking the three dots on the toolbar and going down to options where you will see general, view and search you need to click onto view and go down to the check box that says "hide extensions for unknown file types" and turn it off this should allow you to create the configuration file.
How to write the Fallout76Custom.ini file
once you have created the configuration file you need to open it and type like this into the text file

[Archive]
sResourceArchive2List = modname.ba2, modname.ba2

that is how it should be typed the comas and spaces are a part of how it should be written once all of that is done you are good to launch the game and enjoy whatever mods you installed
and yes every time you want to remove a mod you need to take it out from the both the config settings and the actual game data folder
Finally
I'd like to thank you for reading my guide if you have any questions or concerns ask them in the comments the point of this guide was to save the person using it multiple hours of annoying stress
