Step 1
STEP 1:
go to this link: https://www.nexusmods.com/fallout3/mods/17209?tab=files
OR on nexus look up on fallout 3 "INTEL HD GRAPHICS BYPASS PACKAGE" created by Bren712

https://steamuserimages-a.akamaihd.net/ugc/40067522416103699/8DBFDBCADBBB55DD9B1C54938FDF5D9DF15EB2B8/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
--------------------------------------------------------------------------------------------------------------------------------------

download the intel graphics bypass off of nexus(you need a nexus account to do so)(it works for any graphics card don't worry about it being intel)
click manual download, then slow download, wait 5 seconds.

--------------------------------------------------------------------------------------------------------------------------------------
Step 2
Step 2:
Open the download, And look for two files named "d3d9.dll" and "FALLOUT"

https://steamuserimages-a.akamaihd.net/ugc/40067522416108266/6E5949295B53C49C6624D0668D2B7DCC9EA8CF9F/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
--------------------------------------------------------------------------------------------------------------------------------------
Go to fallout 3 on steam, right click it, go to manage and browse local files.

https://steamuserimages-a.akamaihd.net/ugc/40067522416109887/E58FD50726FC0856FFDA521CEC48FA35F1803695/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
--------------------------------------------------------------------------------------------------------------------------------------

Drag the "d3d9.dll" file directly into fallout 3's local files.

https://steamuserimages-a.akamaihd.net/ugc/40067522416111971/23F75CAD50D091D04F8D2770F3D09BC50C4A319A/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
--------------------------------------------------------------------------------------------------------------------------------------
Step 3
Step 3:
Open your file explorer, go to documents and look for a folder titled "My Games"
OR
On the home page of your file explorer search up "My Games" and open the folder

https://steamuserimages-a.akamaihd.net/ugc/40067522416116919/CF40379D5668EE55AE4FE701A06D0B3DEA4A2D92/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
---------------------------------------------------------------------------------------------------------------------------------
Now look for Fallout 3 in the my games folder, open it and DELETE ANY FILES ENDING IN ".INI" AND THE "renderinfo.txt"

https://steamuserimages-a.akamaihd.net/ugc/40067522416123746/37268F24663A3BEE508AB702C5E8970524628765/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
----------------------------------------------------------------------------------------------------------------------------------
In the fallout 3 "My Games" Folder, drag the 'FALLOUT" configuration file into it from the nexus download, if it says to replace anything, accept it.

https://steamuserimages-a.akamaihd.net/ugc/40067522416127032/46DA0A75E7D42D19524ECB39F2F164D2A2A880CA/?imw=256&&ima=fit&impolicy=Letterbox&imcolor=%23000000&letterbox=false
-----------------------------------------------------------------------------------------------------------------------------------

Now you should be all set to play fallout 3 without any further launcher issues.

Hopefully it helped.
