Step 1

Get on a car.

(Needs to be fast because you gonna be on a "Need for Speed" later)

Step 2

Start participating on illegal car races.

Doesn't need to be anything special.

But if you don't find it, renember you won't be able to get on a hot pursuit.

Step 3

After getting on the car races, do races until the police finds the race and starts trying to stop you and your fellow racers.

Step 4

Dodge everything that the police sends at you and wait until there is just you on the race because the other racer's cars are destroyed and they are busted.

Final Step

And now you are on a Hot Pursuit.

Bonus

If you get arrested just simply nuke the entire prison.

Yes, but it is less effective, if you want to use a horse the best option is to build a time machine to go to western times and then find a way to enter on a hot pursuit there.
