NO MOUSE MOVEMENT FIX
By Shonky Business
Really simple and quick fix no downloads required!
San Andreas was designed to run on systems with single core processors, we're gonna change it so it runs on a single core.

Step 1
1: Start San Andreas, get into the game then pause it.
Step 2
Open Task Manager
Step 3
3: find "gta-sa.exe" on the processes tab
Step 4
Right click and select "Set Affinity"
Step 5
UNTICK all boxes, but leave "CPU 0" ticked.
Step 6!
Click OK, Close Task Manager and resume your game!

Thats it, you will have to do this again if you close San Andreas
The mouse sometime won't click in the menu, I just press "Enter"
Sometimes very rarely the mouse won't work after you unpaused the game, all you have to do is pause and unpause and it should start working again!

Have Fun!

Thanks! Esc + returning 1-3 times is way better than 15+ times.

Another quick fix is to press ESC and press ESC again to resume to the game. Try it several times, the mouse will eventually work again.

Quick fix is to press SHIFT + TAB to open this dialog and press SHIFT + TAB again to close it.

IF YOU ARE RUNNING GTA SA ON WINDOWS 7, YOU HAVE TO DISABLE THE AERO STYLE, INSTEAD, YOU HAVE TO USE THE "CLASIC STYLE" (NO AERO)

That didn't help my game when I tried it. I reset it so it could run on all my processors and pressed shift tab to open the steam interface. I browsed around a bit and exited and poof! My mouse worked.
