Yes but you first have to unlock the time attack mode for the special stages (which you do by completing the normal time attack in less than 25min in total)
I listed that here http://cs2bus.com/sharedfiles/filedetails/?id=180379198 You can to unlock the Special Stage Time Attack then beat that under a certain time to unlock the Sound Test menu where you can enter a special code.
