Report a translation problem
Tried both on a new character, and on the "not fresh". A message about receiving a weapon, everything is as it should be.
And, with the help of codes and save editor, I collected the entire collection at once
I will definitely try it in the future and in the "Enchanted edition".
I brought this up to Gearbox back in 2012 when I did it. Asked if I could tell it to people on their forum, they said no.
I'm pretty sure they then, at some point, patched it some, because I think I just copied the folder from the xbox package, Xenon/cooked/ or something.
I ran through with FileAccessErrorView from NirSoft to see if anything would come up, but while it told me about that folder, it doesn't search for that INI anymore.
I gave up there - came to report... and found this :D thanks.
And success, I started a new game and firs time I accessed my backpack I was greeted by a message and the two guns were there.

Tomorrow I will probably keep testing to see if there is any other place to add the file/lines, but yes, the 8 weapons can be unlocked easily by adding those two lines to one of the ini files
Going by what BeLe mentioned, I tracked down the console DLC file, and checking it, it contained just one file:
Promo__Xe-WillowGame.ini
Which had only two lines:
[PromotionalUnlocks]
+UnlockId=1
I tried adding the file in different folders (no luck) or the two lines to the WillowGame.ini without luck.
Then I tried adding them to one of the DLC ini files, the one located here in particular:
"Steam\steamapps\common\Borderlands\WillowGame\CookedPC\DLC\DLC1\DLC1__WillowGame.ini"
So it looks like this:

There are some differences with your recreations, but they were really close. Some time ago I tested them and the names of the resulting weapons match perfectly, only thing missing on the talk page is the last number, 5, for all of them.
However I don't know if that works with the current version since I didn't backup the path the keyfile was supposed to be in.

so make a fresh safe, install the codes you want, safe and leave it as is - you still have a chance that the game might crash at some point in the game but it is very rare (i had it once, backups are a timesafer in this game xP)
