Version ~ 1.26.0 ~Sweet Battle!~ (OUTDATED)
This is just my opinion, if you disagree or have another opinion: leave on the comments.

I always wanted to make a tier list but... Tier Lists are personal and with RNG and card synergy is even harder to make one, so I made something different. This list's purpose is to help you choose the character that fits your playstyle.

And before you say "Tiers are queers", have a look to the picture and you will understand.

Now, by Hyper Dependent I meant a character who NEEDSher hyper as fast as possible to be able to play her game.

The left is reserved for Hypers that give you a great Advantage or Speeds up your game; Center is reserved for Hypers that don't have a great impact on the game, but helps you with protection or an alternative game plan (Kyousuke); The right is reserved for bad hypers or really conditional ones.

The Aggressive-Passive axis is my old "Win Norma-Star Norma" axis. Characters on the aggressive side have a much easier time on getting Wins for Win Norma, the more battle-ready the character is, the higher he is on the list. ATK, DEF, HP and Hyper are the main factors.

Passive characters are the ones that have trouble on getting wins in battles, so they just stay out of combat and collect stars on their own pace.

Placement Discussion - Base Characters
QP
  • She is THE balanced character, able to play as you want and is the character i use for comparisons, so she need to be in the middle. Not much to say, honestly.

Kai
  • A balanced character that can play more aggressively since the start of the game and can choose any norma.
  • He does relies on cards, but doesn't need his hyper to step up his game. You can do just fine without the Protagonist Privilege, but is still a really useful card to have that gives you room to be more reckless and aggressive.

Peat
  • A semi-tank who can go for any norma and have good stats/recovery, but his +1 attack makes him a more aggressive character. Pretty similar to Nanako.
  • His Hyper use is pretty obvious, it turns you from a dangerous foe into a nightmare worse than a boss, but requires a full hand for be effective.

Hime
  • Just like Kai, she is a balanced character that can adapt her playstyle to any norma. Her negative DEF stat makes her more fragile, but the +1 EVD can help you stay a little longer against weak enemys.
  • Her hyper got a well deserved buff. Not only it halts all players movement, but also reduces their EVD, making it easier to hunt them down. The best part: it's a lv.3 Hyper.

Marc
  • A balanced character that has good survivability and power. Also, getting kills is way easier since you can snipe people from afar making wins norma easier. She is the natural counter to tank characters and Low HP Characters like Peat and Nanako.
  • Her hyper can be expensive but you will always want to have at least one, if you go for star norma her hyper becomes less useful, but not useless. Focus on using only when you are sure it will kill the target. If you are close enough, you can also use this hyper to lower their HP and try to defeat them in a battle.

Sora
  • Great stats and really easy to adapt your playstyle. Sora's only downside is her average health.
  • Her hyper is very powerful and expensive. It opens tons of strategies and if combined with the right cards, you can kill almost anyone in the cast. Don't sleep on this hyper since it lasts for an entire chapter.

Suguri
  • She is similar to Sora on many points, but while Sora is more balanced, Suguri is more aggressive and risk-based. She is the best evade character in the game and dominates passive characters with endless bullying.
  • Like Sora, her hyper is great and expensive but much more powerful than her's. Don't sleep on this hyper since it lasts for an entire chapter.

Yuki
  • The original bully. Yuki is infamous for hunting players from the start to the end of the game, even more dangerous with stat boosting cards. Watch out for other bullies.
  • Her hyper is not that great and rarely used so you can play without worrying about it. If you want to use it, try when there's only two characters alive (counting yourself). You can also use it to suicide and protect your stars, but again: it's random.

Tomomo
  • See Yuki. Also, reviving is a pain.
  • See Yuki. Also her hyper is even worse and more situational. JUST PLAY MIMIC. They did buff her hyper to be more useful, but it still sucks.

Marie Poppo
  • She doesn't need explanations, her bad stats make star norma the only choice.
  • Her hyper is the heart of this character and can decide your victory in the match. Don't worry, you'll always win.

Aru
  • Her bad stats makes it difficult to go for win norma, so most of time you'll be staying with star norma. She does have high evade, so you can survive against weaker enemies.
  • Her hyper got a long waited buff and is more useful than before! Get early to make better use of it. Never give up, belive in the Xmas miracle.

Fernet
  • The first Tank of the game. Not much to say, just play the game at your own pace and ignore everyone.
  • Her hyper isn't great, but I guess you can use it... sometimes. Why you say? Because the damage is random (1-3) and most of the time it won't kill anyone.
Placement Discussion - NPC Characters
Chicken
  • The chicken you always farm in the games is as you imagine: weak and frail. So you'll need to run and avoid combat at any cost.
  • His hyper is perfect for this character's gameplan, increasing your chances of earning stars and you enemies losing them.

Robo Ball
  • If you play Nanako or Peat you will feel right at home, but you need to focus on earning stars even more.
  • His hyper is very good at punishing people who think you are a target for bullying, absorbing their damage and paying back, in double. Also it's super cheap.

Seagul
  • If you are feeling like an absolute madman, this is the right character to pick. But watch out: 7s are a myth. Never stop believing.
  • His hyper is the bully enabler: a perfect card for a madman like you. Just rush at the weak and claim their souls. Be sure to have some battle cards to ensure victory.

Store Manager
  • After the nerf, this character is a Yuki that can't use cards, except give Gifts. But since you are the Manager the only gift that you'll be giving is Pain. Try to keep your hand empty and you are good to go.
  • As his hyper is one of the only cards that he can play: why not use it? Just do it.

Shifu Robot
  • Shifu has good stats and no revive rolls, but every time he dies he comes back with 1 HP, which sucks. Heal up and do damage, or get bullied the entire game.
  • His hyper is incredible risky to use since it puts you back at 1 HP. If you are going to use it, you'll need an actual plan and luck instead of just luck.

Flying Castle
  • First: Why are you playing Flying Castle? If your answer is "because i want to be a tank" just go play Fernet, Kyoko or Kyosuke. Second: Don't do this.
  • After the last update, his hyper got a deserved buff. Now lasting 2 chapters instead of 1. (I need to test it further)
Placement Discussion - DLC Characters Pt.1
Nanako
  • As said before, she is a semi-tank that can go for both normas, but most of the time you will go for stars because of her low HP and neutral ATK.
  • Nanako's Hyper is too good to pass and much more versatile than Peat's, but her hyper is RNG based so you need to be careful. How many times i got a 0/+7/+3 stat spread while trying to kill my opponent...

Kyousuke
  • A tank with nice stats. You will focus on the star norma most of the time, but if you draw your hyper you can change your strategy and go for the offensive. (See: Bara Kyousuke)
  • His hyper transforms you into a completely different character that plays like Yuki. When and for what reason you use this hyper is your call.

Bara Kyousuke
  • The Sexy Bully. When you are in this form, Kyousuke become a bully character (if not the best) with better stats than Tomomo, Yuki, Star Breaker and Store Manager. Just play like you are Yuki and you are good to go. When you die, he will revert into regular Kyousuke.
  • If your plan is becoming a hunter, be sure to have multiple copies of his hyper on your hand. If not, just enjoy your moment.

Krila
  • Krila changed a bit since her release and now she plays like a pseudo-tank, you stay out of combat, collecting stars and reaching insane amounts of HP to a point that people will stop trying to kill you. She will often try to engage in battles against players affected by her hyper's debuff for those extra stars.
  • Krila's hyper got buffed. Not only is viable in larger maps, but the debuff and HP gain are higher! Getting your hyper is as important as before, but remember: her hypers are traps and don't give stars, you still need other ways to collect stars.

Alte
  • Alte is what i call a "setup character". While the setup isn't ready, she is rather mediocre, staying somewhat passive, but as soon you get her self-destruct kills, things start to change.
  • Her hyper is good and you will want to have you with you as soon as possible. Her hyper isn't as easy to use, but after 2-3 successful uses victory will be close.

Syura
  • She is a risk-reward character that can go for any norma, her good recovery and positive DEF is an incentive to go for more battles, but you can play as you want. Syura now gains +1/+0/+1 when she only have 1 HP making her even scarier.
  • Having her hyper in hand is a must all the time. Without her hyper, Syura is just a "Risk" character, also her hyper puts psychological pressure on other players because it's a lv.1 with 0 stars cost.

Kae
  • THE risk-reward character that will, most of the time, fight until the end of times. Kae can achieve ridiculous ATK numbers, but is extremely frail. Truly, the most hot-headed bully in the game. Attack first or die.
  • Lowering her defense is vital so getting her hyper helps a lot, but she can also use other cards for the same effect. Still, that doesn't deny the fact that her hyper is super good.

Saki
  • A character with nice stats that most of time goes for star norma. Her strategy involves using traps (or your hyper) to gain stars as quickly as possible while avoiding combat.
  • Your traps are essential to your game. So getting one as early as possible is the trick. Try to put one in your enemy's base. Home Roulette will ruin your day.

Kyoko
  • The Ultimate Tank that will always go for star norma. Look at her DEF. Do i need to say anything? Also, say goodbye to your Evade button.
  • Her hyper has one main objective: protecting your stars. This hyper is best used when you have 1-2 HP, so you can die without losing any stars. Battlefield Event will make you have a bad day.

Sherry
  • Sherry is a strange character; her stats are the best in the entire game and that should make her one of the most aggressive characters in the cast, but her passive skill balances that. That leaves you with 2 options: becoming the best tank or trying to be Peat. Either way, Sherry is cool.
  • Her Hyper is one of the most situational hypers of the game (no more than Tomomo's). A well used hyper can wipeout all your enemies, but if you miscalculated (or are unlucky), you'll end up dead.

Sham
  • Sham is a passive character that will stay out of combat and will use her hyper to manipulate her opponents so you can achieve victory with ease. But in reality, they just want to make you fall in the Boss panel. She has no shame.
  • Sham's Hyper is what makes her character unique. You can't play the control game without it.

Star Breaker
  • Say hello to the Queen of Bullies: Star Breaker. With her, killing is the only option and she have the stats to do so. Since she only can pick Win Norma, you are free to use the stars that you have to fuel your destruction with the most expensive cards that you can imagine.
  • Strangely, her hyper puts invisible bombs on the field (somewhat like Krila), but those bombs only reduces the victim HP to 1 instead of killing them. On paper that's great for you, but in reality, that's unreliable and most of the time, will only help other players instead of you. If you are feeling lucky (or have Dash! on hand), go for it.

Sweet Breaker
  • Our sweet smug goddess. Not only does she have high HP allowing her to fight more battles, but also her stats are all neutral which makes her extremely balanced. She have a recovery value of 6, so try to stay alive as much you can. You can play her however you want.
  • You can use it to gain a quick +3 in all your stats before a fight or to disrupt your opponents. After the new patch, the cost of this hyper can vary from 5 to +45 stars. Be aware of the other players hand so you don't burn too many stars on her hyper.
Placement Discussion - DLC Characters Pt.2
Tomato & Mimyuu
  • This is an unique character that has 2 different characters, each one with her stats and Hyper. Both have low health and neutral defense, making passive play your best bet, and have really low Recovery Values. You wil die a lot, but it won't hinder you as much as other characters.
  • Tomato's Hyper is really similar to Peat's and Mimyuu's Hyper is a Deck Trap (sort of) that will ruin someone's day.

Nath
  • Nath is another setup character, but unlike Alte, her power-up is temporary. The way it works is by activating Battle Cards and, as any setup character, she is very mediocre while her setup is not ready.
  • Her hyper is one of the most Overkill Hypers in the game, needing you to spend all your stars to gain M A S S I V E P O W E R!!! Still, within the right conditions and right enemy, this hyper can steal games for you.

Kiriko
  • Kiriko is a character with high HP and a double-edged passive skill. She has negative DEF and can't heal which lowers her potential as a tank. Be aware of using Battle Cards: your skill gives you a good temporary buff, but it permanently reduces you maximum HP.
  • Her hyper gives ridiculous amounts of stars and it's easy to use. You can even kill yourself protecting your stars and even giving you more.

NoName
  • NoName is a character with stats similar to Kai and Hime, but thanks to his passive skill, he can survive for a long time without losing his stars.
  • His hyper is versatile being able to use as a defense tool or to attack other players, forcing them to fight the boss. It also can be used to summon the boss (but it's better to use a other card for this job). Like Syura and Alte, NoName's hyper puts fear in the other players.

Ceoreparque
  • Ceoreparque, or Repa for short, is a balanced character with a very useful passive that can be used to deal with tanky or low health characters.
  • Her hyper is one of the more useful in the game, stoping a player from chasing you, making someone fall on the same panel again (like a Boss panel) or even targeting yourself to step on your base twice in a row. For a rather simple character, her hyper can be very skillful.

Miusaki
  • Miusaki is a rather resilient character due to her unique skill, making her, virtualy invencible in combat while she have 3 or more HP (be know that her skill only activate when you block and doesn't stop instakill effects like Self Destruct). She can play aggressive when needed, but you should avoid combat while you have 2 or less HP.
  • Her hyper is a layer of extra protection that last an entire chapter so you can use it like Kai's Protagonist Priviledge and even combo with Final Battle. Beside that, you should focus other cards beside this one, especially healing cards.

Tomomo (Casual)
  • Tomomo (Casual) is a really weak and frail character that can be bullied without a problem, so you need to play patient until you get your Hyper and reach lv. 3. That should be your main goal while you play her.
  • After activating her hyper, show to everyone who is the boss of this gym!

Tomomo (Sweet Eater)
  • Here it is: the ultimate bully, with a whooping +3 ATK and 6 HP, you'll dominate the board. Make the most of this form and try to get as many wins and stars that you can manage so if you get defeated, you'll be able to rush to the base and cash-in as many level ups you can manage. Be wary that on defeat, you'll lose all your cards.
  • If you manage to get another hyper, you'll notice that it has changed form. Her second hyper randomly deals damage to other players for each point of HP that you are missing, if you defeat someone like this you'll earn 1 Win. (Why regular Tomomo don't have this effect on her hyper is beyond me).

Yuki (Dangerous)
  • Wanna play a trap character, but you still wanna punch some faces? Try Yuki (Dangerous)! Thanks to her effect, you earn 1 Win each time someone trigger your traps so you can earn Wins without fighting, but neutral enemies don't give Wins. Be by stars or Wins, you can achieve your normas rather quickly.
  • Her hyper let you set all the traps in your hand onto random panels, allowing you to play stronger traps early and if you don't have any traps in your hand, the hyper will set one trap from the deck.
Placement Discussion - Bonus Characters
QP (Dangerous)
  • She is like regular QP, but when you start getting her puddings, she becomes much more aggressive. Try to memorize each pudding's effect.
  • Since puddings play a large role on her game, her Hyper becomes essential to speed up your game. The only time you won’t be rushing to pick her hyper is when you already have a pudding on hand.

Marie Poppo (Mixed)
  • The new Poppo that will make you love warps. Still plays like regular Poppo, but with a twist.
  • Unlike regular Poppo, the heart of this character is Warping and it just happens that her Hyper is incredible good. You will want her hyper at all times. (You may put her at the same spot as regular Poppo if you want)

Sora (Military)
  • M.Sora plays really close to her regular form, but with her passive skill your time away from the game will be greatly reduced (since you instantly revive with 2 HP) which have it's upsides and downsides.
  • Her hyper is cheaper than regular Sora and have the same effect (almost). Sure, the power is reduced (only rolls 5s instead of 6s), but you can use it as a Battle Card. Try to have as many you can.

Aru (Scramble)
  • As all other bonus characters, she plays similar to the original character.
  • Her hyper is a "better" version of her hyper that hurts you less than the original one. Must always have the hyper at hand. (You may put her at the same spot as regular Aru if you want)
The Playstyles
To help you pick your character I made this new mini-list of playstyles (really, really short).

Bully

These characters have really high ATK without need of extra cards. If you enjoy battles and don't want to rely on hypers, pick one of these and try to bring as many battle cards you can, except if you are playing Manager. Sadly, their hypers leaves much to be desired in comparison to the rest of the cast.

Recommended Pick: Yuki

Aggresssive

These characters have good ATK and powerful hypers. While they are more aggressive than most the cast, you can still play a slower paced game. Try to mix between Win and Star Normas, always choosing the easier to acomplish.

Recommended Pick: Sora

Balanced

As the name suggest, they are balanced characters with the perfect mix of power and survivability. Their hypers are unique and they can perform well in any map, but can be pretty reliant on cards and hypers. Luck can be a deciding factor while playing these characters (even more than the others).

Recommended Pick: QP

Defensive

Also known as "tanks", these characters have high HP and/or DEF, but have neutral or negative ATK and/or EVD. They can survive enough to gather stars for their hypers or normas and are the natural counter to Aggressive and Bully characters. Cards that increase defense or recover HP are recommended when playing one of these. A side note on Kiriko: while she does not have the stats to be a "true" tank character, she is intended to play passively and is capable of changing roles mid-match (Defensive -> Balanced/Bullied).

Recommended Pick: Kyousuke

Bullied

These characters are known for being hunted in all games because they often have powerful hypers and/or collect stars at a rapid pace. Avoid going to battles and aim for Draw/Bonus panels. They also suffer from Hyper reliance and are really fragile, so avoid battles whenever you can and try to resolve your Hypers as much you can.

Recommended Pick: Aru
Final Words
This guide is now 2 year-old and has reached a 5-star rating!

It makes me happy to know that you guys appreciate this little guide, it's far from perfect and the update speed could be better, but it's the intention that counts, right?

Remember: don't take this "tier list" to the heart, 100% OJ is a game about having fun playing dices and cards, winning or losing, don't forget to enjoy the game. Don't let this list or anyone dictate which character you should or shouldn't use. Just follow your heart or pick the waifu/husbando~

Don't agree with the list? Then say why do you think so on the comments, but be gentle and keep it civil.

Feel free to send sugestions and correct my grammar mistakes as always~

Happy Games!

I'm not sure about your analysis on Tomato and Mimyuu, I feel they are intended to be played a lot more aggressively, just in a sort of tempo way, you are pretty much encouraged to spam Mimyuu's hyper to then have many opportunities to draw Tomato's Hyper, on top of Mimyuu's assisting in keeping other player's HP low, so you set up with Mimyuu then start hunting with Tomato as hard as you can. Due to how star consuming this style of play is, you are pretty much forced to go for battles norma to keep you pace decent.

So basically, I think they are more aggressively oriented than passively.

I dunno, it's what I think, feel free to change my mind.

Is this Tier list Outdated?
Exxor: Killer Drake 18 Jun, 2018 @ 4:12pm
Would like to see Tequila and Tsih, but Tequila is interesting in that his hyper sets flying pirate traps. When flying pirates kill another player, they give you stars. But it's a little complex in that sometimes a player will kill a pirate and get stars, and other times a player kills a pirate and gets no stars. Some explantion would be helpful. Don't know too much about Tsih's hyper though.
HIKARI!  [author] 6 Apr, 2018 @ 7:22am
So, unlike Tomomo, you have an actual reason to use her hyper. But you can ignore her hyper just fine, that's the magic of a bully character.
HIKARI!  [author] 6 Apr, 2018 @ 7:21am
She is not, but her hyper has some uses. The main one is trying to kill yourself so you don't lose your stars or killing the person chasing you (the chance can go from 50% to 100% of getting one of those 2). Or you can just play mimic and gift exchange~
mimizukari 5 Apr, 2018 @ 4:11pm
how is yuki hyper dependant at all? XD
