How to legitimately earn the Apathetic Electorate achievement. No mods required.

What is required
To earn the achievement you must win two elections with a voter turn-out of less than 50%
How to setup
I picked the UK as that seemed the most apathetic choice. Turn Voter Apathy to 100% and Term Length to 3 years. Make sure Compulsory Voting is off.
What to do
I started with the mentality of doing as little as possible, hoping to inspire my people to do the same. Playing through without making any changes at all I didn't make it passed the first election, but few people bothered trying to oust me, which was encouraging. I decided to try changing different policies at the start and running with them until the bitter end. After about five or six plays I had it.

Set Police to max. Set Intelligence Services to max. Set State Housing to max. Increase Income Tax to 50%. Let it go.

Adjust Income Tax before the first election as otherwise you'll hit a debt crisis. I was running a deficit of around 20bn to start with, and 10bn after the election.

I've done it successfully 3 times now, but the achievement won't pop...do you have to do it twice in the same game?

It worked for me, but took a few tries.

I managed to it using this as a guideline.
What i did different:
- Difficulty 0%
- Innate Socialist 200%
- Did not increase Tax at start (No Deficit with low difficulty)
- At 5 turns from 1st Election, drop Income Tax to 30%
- At 1 turn before the second election, drop tax to 1%.

Note to get this Voter turnout needs to be below 50% for both you and your opposition.
First time I did it the achievement did not trigger as Opposition turnout was 56% on 1st election, even though mine was 41% and non voters was 55%.

Make a few saves along the way and tweak slightly.

I think Emmanuel Macron is doing it right now, with only balancing the work law and increasing community police and intelligence.
