So really this trait is either top or bottom tier depending on your build.
I'd also put Cass and Skynet(with cyber brain) as the top picks for companions. They're both beasts with Gauss rifles. Marcus is dangerous as he might shoot through you and Sulik's melee specialization is subpar in the late game. Especially since it puts him in range of Marcus's burst firing, assuming you picked both.
Endurance becomes progressively less important as you get more health and better armor. I like to set it higher, to get through the early game more reliably.
Charisma is only as useful as the number of companions you intend to bring. Likewise, they get less good as the game goes, but they help early on. Playing with just 1 Charisma and going solo is completely viable, too, if you are willing to endure a harder early game. I'd still make it at least 2 just to grab Sulik - he will make the transition to midgame much smoother.
Luck isn't very useful at all, outside of taking Better Criticals and Sniper. If you are going this route, then by all means go for it, though Sniper, even with a low luck (say, 4) is still a pretty big boost in damage, even without Better Criticals.
dogmeats dmg does drop off when you start fighting enclave, but he gets so many attacks a round ive always found him as a good addition, even when doing no damage he seems to have a really good chance to knockdown. iirc he doesint take up an actual follower slot either
As for Dogmeat, given that he is found randomly in an encounter, you can't rely on getting him. That said, his stats WOULD make him quite good in the early game, but once you get access to burst weapons (and good equipment for companions), he drops off, for the same reason Goris does (melee only, can't use power armor).
