Fixed Resistance Command Defence triggering when it shouldn't have.

Added Resistance Command Raid mission type.

Two part tactical mission type consisting of a haven defence and neutralizing the advent field commander in the retreating ADVENT convoy.

Failing at part one results in two regions being lost.

Failing at part two results in the continent losing supply income.

Winning results in the continent gaining supply income.


Added two repeatable techs for XCOM.

One tech takes in intel in exchange for reducing heat of a continent.

One tech spawns a guerilla op that will reduce the heat of a continent, if successfully won. In exchange, it takes less resources to do.

Fixed localization errors.

Made all resistance commands visible from the start: felt it made sense to at least have some way of gauging the heat of various continents due to how covert actions work

Added additional consequences for heat building in a continent on the strategy layer

Made tactical consequences stack when applicable instead of being seperate from each other
