Small update to fix tags

Updated to make sure all items work on all soldier classes and the PSI buff now works with all Psi classes. Please make sure you are using a mod that showcases the Psi stat, to visually verify in the barracks that the Psi stat is updated.

Also, the Neural Whip item is now gained by researching Psionics as well as the Advent Priest Corpse. Will also need an additional Priest Corpse to build the Neural Whip. This change was done as I feel this item makes more sense to be gained this way, rather than the Gatekeeper path of the original mod.

correction on ability naming that may have caused the bonuses to not work as intended.
