Reverted previous modification because it would keep increasing control with each public execution. Now it's back to default with 1 public execution per 5 years.

Made a small change so you can always hold a public execution even if you just did one the day before, It does not give you an extra modifier for your county though if you already have one that will remain the one that counts.

Thanks to @cuomo860 who did a big update, Game Rule has been added which is set to on by default which means all executions are available, you can also disable it and then executions are set to be available with certain Character Traits, Executioner Court Position and other factors. Now everyone can use it the way they want.
