University Update
- As the vanilla game and multiple other mods treat Universities in different fashions I have decided to do an overhaul of how universities are handled.

- Vanilla Universities and Learning Centers Remain Special ( i.e. Cairo, Pataliputra, Siena, Tirakka )
- All Vanilla "Generic Universities" (except Valabhi) have been replaced by added universities or by COW's generic university (which is a standard building allowed to be built in certain provinces)
- Generic Universities can still be built and will be created by game events
- Event Triggers, etc are updated to account for these changes.
- All added special universities, except Bologna, Oxford, Sringara and other "learning centers" have been changed to standard buildings.
- All existing universities will be built according to each start date.


Doing this allowed for a few things beyond being overall more consistent...More Special Buildings can be created in general ( I added back in 5-10, depending on settings, around the map ).
