Railway spawning

Cleaned up the new menu a little, centered some buttons, clarified a bit of text.

New menu for country rules, new button moved into it, fixed one of the population buttons adding the wrong amount, simplified main shortcut, fixed armor being incorrect on a ship design, updated version number so people don't whine.
