added game rule to set what title levels can have custom titles made out of them (duchy and up, kingdom and up, only empire)

added more customziation for custom title creation costs (2x, 3x, 4x)
added ability to customize minimum amount of counties for a custom duchy (can go from 1 to 5 now, default is 3)
