@ SaucepanBuran; I agree, furthermore, tyrants always use the illusion of a foriegn foe to justify thier crippling rule. The Empire is using the Thalmore threat to justfy it's callous and arbitrary hegemony. The Nords can look after themselves just fine thanks.
The Empire needs the Nords far more than the Nords need the Empire, who else would fight thier pointless wars and pay thier excessive taxes? Only for the nobles of Cyradiil to drink fine wine and avoid the actual fighting. If the Empire ruled with honour it would deserve to survive, without honour it's better off dead.

In prisoner case they were just lazy and they used stormcloak soldier npc as a base. Prisoners didn't used equipment cause their base equipment was stormcloaks equipment (they were set to don's use equipment). If they let them use it in vanilla all escorted prisoners would walk around with weapons and stormcloaks armor ;)
I think the entire thing is stupid - Bethesda should have made it otherwise but "oh no", they just had to make sure that the player couldn't leave everyone around them naked. If they knew anything about their customers they would have realized that we like this small freedom of altering the world around us. Sorry about my rant but I think its true...
Does it work if i give him/her a shield and 1hand weapon or will they only equip the weapon?
