@Wally I cannot guarantee that it would work with mods that reduce portions of the map, however if they do not mess too much with vanilla geographical regions (for instance just leaving them as empty placeholders) then I think it should be okay. Quickly checking my code, the only titles I refer to are the Roman Empire and Byzantium.
For performance, from my experience VIET tends to not have a huge performance hit since it's mostly just one off events that only happen to count tier rulers and above. If you're playing with a lot of mods, that in and of itself could be a reason for performance problems depending on what mods you're using.
Does this work with mods like Even Smaller World Map? I know some mods might error because they will remove portions of the map.
Also does this kill performance? I have played with this before and performance was poor but it might have been a diff mod.

If you're missing a descriptor file, that probably means that Steam Workshop/Paradox Launcher did not install or update the mod correctly, and/or the mod files got corrupted on your end. Try the common trick of unsubscribing, waiting until the mod is uninstalled, and resubscribing, which usually fixes these types of issues. You may have to do this many, many times before it works. Also try verifying game cache too. As a last resort, try downloading the manual install version off of GitHub (link at the top of the description).
What I've done as a last resort when that's happened is to delete some of the files related to the launcher. In the link below, go to the part where it says "Step 1: Remove game-specific files created by the launcher" and delete most of the files it mentions there. Do note if you delete mods_registry.json I think that could delete any personal modlists you've made, so I don't think you need to delete that one. I think this step has worked for me on the rare times the launcher refuses to update mods, though you may have to do the unsubscribe/resubscribe trick a few more times to be sure even after doing this.
