Sounds like the other mod made changes to the childhood events which it depends on and loads incorrectly because it is missing unless you load it last.
Just note that if this is the case, any Noble Houses using Valor tradition will be losing out on one of their major perks in prowess education for all their kids as they become an adult.
As a general reminder: Please try to seek out the other mod creators for support for their mods. I really do not have the capacity, interest, nor technical skills to provide QA for other people's mods and find out what their mods are doing.
As to coming of age I just double checked in Diffmerge the only thing it overwrites is coming_of_age.0003 due to special prowess education mechanics for the Valor tradition, the rest of the code are identical to vanilla. If you have issues with 1001 you should have issues even with the mod disabled as the relevant code are untouched and identical.
