Decision appeared broken on 1.14, apparently caused by some changes in the structure of the "decisions" files. As the thing fixed in that file (HRE requirement) has been fixed since, just removed it from the mod folder.
Can't confirm it fully works yet as I can't take the decision but the tooltip seems correct at the very least.

All, the HRE indeed no longer needs to exist when establishing the Carolingian Empire.
However, 1, it's still only the French culture that gets the boons and 2. the duchy of Zaragoza, Romagna, Corsica, Ancona, and Spoleto need to be owned for the decision but they do not become dejure Francia.

I think this is fixed in the Wards & Warden 1.10 update.

I suggest outright making a new bug report, it's been so long they're never gonna get to it. Same thing happened with another bug, had its one year anniversary and was only recently acknowledged after being reported again.

Yeah they haven't changed any of it. I don't think they really care, IMO they see these decisions as bonus easter eggs so it doesn't really matter if they're broken as they're inessential bonus trinkets. Ho hum.

I'll update the version in the descriptor so it doesn't give a warning but nothing needs to be changed.

Yeah I see what you mean, the Duchy of Aragon won't be transferred de jure to the Francia Empire if the Kingdom of Aragon doesn't exist, like in an 867 start, despite it being a required part of the custom_carolingian_iberia region.

The four Iberian duchies required are:
d_aragon - Only transferred de jure if part of k_aragon
d_barcelona - Already part of k_aquitaine and therefore e_francia in 867, otherwise transferred as part of k_aragon
d_navarra - Transferred de jure as part of k_navarra
d_viscaya - Transferred de jure as part of k_navarra

Vanilla and the mod can also gift d_mallorca de jure to e_francia even though it's not a required territory, because it's part of k_aragon that does de jure shift.

I think the best way is if k_aragon doesn't exist, then to steal d_aragon from k_valencia and attach it to k_aquitaine like d_barcelona is in the 867 start.

This mod is really good, but I have a small suggestion, which is to make it so The parts of Iberia needed for the decision actually shift into Francia's De Jure territory when you take it, as it currently doesn't in the 867 start date

Yeah, he gets the pretender -100 modifier, but in my case he was murdered by someone, so the new Pope is cool with me XD

Great mod, but a tip if you want ironman/achievements, you can find a setting that the AI doesn't destroy their title even though they don't have any dejure kingdoms/duchies ect.

Also a "loophole" is creating the HRE and granting it to the Pope and then taking the decision.

I think they were thinking of HRE vs Francia head-to-head rivalry, wanted the triggered event to be the coup-de-grace that finished the HRE, and wanted to be sure the HRE had been formed first in an 867 start so a rivalry could be justified. But I don't know how they thought it would play out, push the HRE to Poland or Bohemia? I'd planned it all out, warred the Pope to take the counties he'd picked up in Northern Italy, got excommunicated, forged a claim on the Reichskrone and the special throne and stolen them to make sure they wouldn't be lost or destroyed, forged multiple county claims on the HRE's last handful of holdings, and finally took the last provinces I needed. I go to the decisions menu to click in triumph, and it's vanished.

Added the Kingdom of Croatia to the possible de jure shifts to represent its sometime status as a Carolingian march. If the HRE had de jure shifted Croatia to its empire, then Croatia will de jure shift to Francia on taking the decision. Note it will not steal Croatia de jure from the Byzantine or any other empire, it will de jure shift to Francia only if the HRE had already stolen Croatia and de jure shifted it to the HRE first.
