If there's a way to seamlessly and efficiently combine Items into one that isn't too te heavy and makes sense, I say it's fine, especially if it frees up a slot.

While I concur with Bliedz on the beard working with lots of hats, I'd argue it coming with a hat means we don't need to waste a second cosmetic slot on one just to complete the look.

I think you should not combine that beard with the hat because that beard will fit perfectly with other hats like hat with no name and sergeant's drill hat
