I am assuming people's concern for making it paintable has to do with a general community distaste for unfiltered Bitter Taste of Defeat and Lime, Abundance of Tinge, and A Distinctive Lack of Hue.
The way I see it, making a hat paintable only makes it better.
- It gives you more customization (and thus player identity)
- It becomes more versatile to use with other cosmetics
- It allows people that don't like the base color a chance to like and use it themselves
- People that like the base color can just leave the hat unpainted
If the bright colors are a problem, you can build the textures to filter colors to not be as bright. There's a number of cosmetics that do this, like the Polar Pullover, Coldfront Curbstompers, Forest Footwear, Trash Toter, just to name a few.

best case scenario is full paint but idk how doable that would be
one gripe: no paints? :(
