Nvidia RTX 3000 and 4000 series flickering issues.

The sky is exhibiting a flickering black effect; I attempted to utilize DXVK, but the game experienced significant lag. The Nvidia Profile Inspector resolved the issue with the sky, yet now the buildings are flickering.

As noted on PCGamingWiki; With the series 3000 and 4000, the game has an ongoing long-standing issue with flickering of in-game world elements. Changing the graphics settings, limiting the game's FPS or reverting to an older driver version doesn't fix or alleviate the problem at all. Nvidia have reached an impasse with Ubisoft not supplying a drm free build for debugging have all but declared the issue to be in the game itself.

Has horrible flicker on modern Graphic Cards (40xx, 50xx).
Ubisoft abandoned support for this game.
Even Nvidia is aware of those problems but they also get no support from Ubisoft.

I tried a few fixes, but nothing really works entirely.
