Fix Shattered Ring Decision

Description
Mod allows to remove the Interloper from Shattered Ring origin with a planetary decision, fix the shattered segment, set a proper ring segments sequence and make the starting ring segment of your graphical culture and not some rando dead precursor's.

The decision can be upgraded, it'll depend on what level of mining tech owner has, if empire has mega engineering tech and combinations of the techs shown on the 4th image. All that will change how long it'll take to dismantle the Interloper and how many minerals you'll salvage from it. If you want to send me a translation, ping me in Stellaris Modding Den.

Ring's shipset is from an all round amazing Machine Shipset.

If you want just having shipset for ring without fixing ring whole, would recommend Ringworld Graphical Enhancements, is fancy and also change broken segment to an unique broken version, if shipset has one, like Machine Shipset. Would still recommend having it and put before this mod for a fancy looking[i.imgur.com] habitable planet chunk, with clouds and gaia landscape.

And yep. Still not obsolete, Paradox just can't properly fix their Shattered Ring.

Moved removal decision from the Interloper to starting ring segment, for 4.0 reasons.

Overwrites: 02_special_decisions.txt.

Require a new game.

Not Ironman comparable.

Localizations: English, Русская, 简体中文, Français

Gratz to Karlov for a russian loc,

Lonely_DM for a chinese one,

And Cerodan for a french translation.

Works with Gigastructures.

thank you for updating to 4.0! If I may suggest, it would be nice if you added to the mod's description that the decision is now on the initial ring segment, not on the interloper. It took me quite a while to find it xD

Fixed compatibility problem with Gigas. Think fixed the bug Skelebone has, changed part that could cause it and haven't seen it pop-up while updating.

Now removing the Interloper spawn a section with shattered ring habitable segment, the one with modifiers-damages that need to be removed to fix it fully. A bit less pretty-immersive than spawning a broken ringworld segment, but it works better bugs wise

I just encountered this same problem as Mbos does as well, I started a new Shattered Ring game and I noticed that it seems to regenerate multiple repairable sections for every single empire in the game, or at least that's my assumption.
